Job Description
Role Overview
The Drought Management Coordination Officer II is an entry and training grade within the National Drought Management Authority (NDMA). Working under the guidance of a Senior Officer, the successful candidate will be assigned duties in functional areas including Drought Information, Drought Contingency Planning and Response, and Drought Resilience. The primary purpose is to coordinate the generation and analysis of early warning information at the county level, ensure effective communication of drought information to stakeholders, and support the implementation of drought risk management strategies.
Key Responsibilities
1. Drought Information
Collect, analyze, and report drought early warning information.
Compile county drought early warning bulletins and disseminate information to stakeholders, particularly in drought-prone communities.
Conduct national and county food security assessments, including rapid nutritional and market surveys.
Process and integrate GIS and remote sensing data into the early warning system.
Identify new data sources and develop reporting guidelines for GIS data.
2. Drought Contingency Planning and Response
Liaise with County Steering Groups and Planning Units to produce ward and county contingency plans.
Undertake rapid assessments of drought situations and manage the county Drought Contingency Fund Management Information System (DCF-MIS).
Monitor and implement county drought response interventions and activate contingency plans.
Prepare drought recovery plans and generate progress reports on response activities.
Ensure quality assurance for all response initiatives.
3. Drought Resilience
Provide technical information on Disaster Risk Reduction (DRR) and resilience building to county institutions.
Facilitate community-level preparedness and development plans.
Coordinate and strengthen partnerships with stakeholders at the county level.
Monitor and evaluate drought risk reduction initiatives and ensure compliance with statutory standards.
Mainstream DRR strategies into long-term development plans.
Qualifications
Education: A Bachelor’s degree in any of the following fields: Range Management, Agriculture, Livestock, Economics, Agricultural Engineering, Rural Development Studies, Mathematics, Statistics, Computer Science, Environmental Management, Developmental Studies, Agricultural Economics, Community Development, Information Science, or Project Planning and Management from a recognized institution.
Technology: Demonstrated computer competency.
Compliance: Must fulfill the requirements of Chapter Six (6) of the Constitution of Kenya (Ethics and Integrity).
