Role Overview
JKUAT Enterprises Limited is seeking a qualified professional for the role of Director, Research, Electoral Boundaries and Risk Management. The position is responsible for driving strategic research, managing electoral boundaries mapping and geodatabases, and developing robust risk management and compliance frameworks for the institution.
Key Duties and Responsibilities
Develop and ensure the implementation of research, electoral boundaries, and risk management strategies in line with organizational goals.
Develop accountability structures, supervise periodic projects and reporting, and monitor performance indicators for the research and strategy departments.
Oversee the implementation of research activities, including surveys, opinion polling, and concept testing in electoral and operational areas.
Advise the Commission on best practices in electoral programming, reforms, institutional development, and program sustainability.
Oversee research on electoral matters, including representation, participation, education methodology, voter registration, gender and diversity concerns.
Oversee the timely development and review of strategy documents, work plans, and reports.
Ensure the Directorate is adequately resourced with professional and competent personnel.
Oversee the development and implementation of effective policies, procedures, systems, and processes for research, strategy, information management, library resource management, archiving, and disposal.
Oversee electoral boundaries projects, mapping information, and maintenance of the geodatabase.
Oversee the development and implementation of risk management and compliance work plans.
Lead the identification of key risk areas, review risk analysis reports, and advise on remediation.
Oversee the contracting and management of research and related service providers.
Perform any other duty that may be assigned from time to time.
Requirements for Appointment
Bachelor’s degree in Land Surveying, Geospatial Engineering, Land & Build Studies, Geomatics Engineering, Economics, Statistics, Urban and Regional Planning, Social Sciences, or an equivalent qualification from a recognized institution.
Master’s degree in Project Management, Urban Development, Strategic Management, Business Administration, Risk Management, or an equivalent qualification from a recognized institution.
At least fifteen (15) years’ cumulative experience, three (3) of which must have been at senior management level.
Demonstrated track record in coordinating strategy development and successfully implementing social or development research projects.
Strong planning, coordination, problem-solving, and analytical skills.
Excellent presentation, oral, and written communication skills.
Ability to make critical and timely decisions in a highly sensitive environment.
Meet the requirements of Chapter Six (6) of the Constitution of Kenya.
Certificate in Computer Applications.
Leadership and management course lasting not less than two (2) weeks.
