Duties and Responsibilities
The Director, Monitoring and Evaluation will be responsible for:
- Coordinate county-level M&E programs, strategies, and policies in line with the County Integrated Development Plan (CIDP) and Annual Development Plans (ADPs).
- Develop and implement M&E frameworks that align with national standards like the County Integrated Monitoring and Evaluation System (CIMES) and the Public Investment Management System (PIMS).
- Advise the Chief Officer on planning, policy issues, and performance improvements based on M&E findings.
- Coordinate the operationalization and implementation of County Integrated Monitoring and Evaluation System (CIMES) as well as e-CIMES.
- Maintain a database/stock-taking of all programs and projects undertaken by various sectors and funded by the County Government and other development agencies.
- Develop M&E and performance Monitoring and Evaluation plans and tools.
- Coordinate County M&E function including designing, conducting and analysing county qualitative and quantitative research.
- Oversee data collection and analysis to monitor progress on county projects and service delivery.
- Prepare quarterly, biannual, and annual reports for internal and public dissemination.
- Coordinate the annual preparation and updating of county statistical Abstract.
- Coordinate with departmental heads to ensure integration of M&E across sectors.
- Engage with citizens and civil society to promote transparency and feedback loops.
- Represent the county in intergovernmental forums on performance management and evaluation.
- Appraise staff performance and set accountability targets for the M&E directorate.
- Support budgeting and work plan development for M&E activities.
Requirements for Appointment
Candidates must meet the following criteria:
- Be a Citizen of Kenya.
- A Bachelor’s Degree in Economics, Statistics, Mathematics, Actuarial Science, or any Social Science with a Diploma/Training in Monitoring and Evaluation or its equivalent from a recognized institution.
- A Master’s Degree in Economics, Business Administration, Project Planning & Management or any other related field from a recognized institution.
- Knowledge and relevant work experience of not less than ten (10) years, including at least six (6) years’ experience at management level.
- Completion of a Senior Management Course of not less than four (4) weeks from a recognized institution.
- Completion of a Strategic Leadership Training Programme from a recognized government institution lasting not less than six (6) weeks.
- Possession of good Analytical skills and Organizational skill.
- Demonstrated managerial, administrative, and professional competence in work performance and results.
