Role Overview
The Director of the Governor’s Press Unit is a senior leadership position responsible for managing and directing the communication strategy and press operations for the County Government of Kakamega. The officer will head the Governor’s Press Unit, ensuring effective dissemination of government information and maintaining a positive corporate image.
Duties and Responsibilities
Leadership: Provide comprehensive leadership for the Governor’s Press Unit.
Event Coverage: Identify government events within specific sectoral areas that require strategic packaging for media and public dissemination.
Policy Promotion: Prepare and organize platforms through which Government policies, programmes, and projects can be promoted.
Information Management: Gather information on policies, programmes, and significant events, analyzing their impact on customers and disseminating this to the public and media.
Brand Management: Ensure the proper projection and maintenance of the organization's corporate image.
Strategic Research: Conduct research on local and international press to identify causes of negative publicity and develop appropriate strategic interventions.
Resource Oversight: Ensure the proper use and management of unit finances, stores, and equipment.
Staff Supervision: Oversee the supervision, guidance, training, and professional development of unit staff.
Requirements for Appointment
Must have served in the grade of Deputy Director of Public Communication (Job Group CPSB 04/‘Q’) or a comparable position in the Public Service for at least three (3) years; OR possess 15 years’ experience in Communication, with at least five (5) years in a senior management position.
Education: A Bachelor’s degree in Mass Communication, Communication Studies, Journalism, International Relations, Public Relations, Social Sciences, or an approved equivalent from a recognized institution.
Post-Graduate Education: A Master’s degree in Mass Communication, Communication Studies, Public Relations, Journalism, Information Science, International Relations, Social Sciences, or an approved equivalent qualification.
Professional Training: Certificate in Strategic Leadership Development Programme (SLDP) lasting at least six (6) weeks is an added advantage.
Skills: Excellent oral and written communication skills in both English and Kiswahili.
Attributes: Must be a person of integrity, motivated, and a team player with demonstrated professional competence in information service.
Compliance: Must meet requirements of Chapter Six of the Constitution on leadership and integrity.
Remuneration
Basic Salary: Kshs. 124,630 - 172,350 per month.
Terms of Service: Three (3) years contract, renewable subject to satisfactory performance.
