Role Overview
The Deputy Director, Human Resource Management, Grade KEWI 3, reports directly to the Senior Deputy Director, Human Resource and Administration, Grade KEWI 2.
Duties and Responsibilities
Duties and responsibilities will entail: -
- Developing human resource strategy.
- Developing and constantly reviewing the Institute's terms and conditions of service to ensure they provide competitive employment practice and motivate staff.
- Coordinating organizational development and job reviews with a view to developing job requirements to support the organizational and personal development.
- Managing the recruitment function and providing human resource skills and competencies.
- Developing and managing staff welfare within the Institute and other incentive schemes such as medical, employee insurance, and other health and safety requirements.
- Developing and monitoring the implementation of the Institute’s performance management process.
- Regularly reviewing remuneration policy and structure and advising as appropriate.
- Analyzing the staffing levels and making proposals for succession planning.
- Analyzing utilization of human resources in the Institute and advising on proper deployment.
- Analyzing staff progression and making proposals for career development.
- Ensuring the correct interpretation and implementation of human resource regulations, including those relating to pensions, salary administration, labour laws, and other statutes relating to human resource management.
Person Specifications and Qualifications
For appointment to this grade, an officer must have:
- Served for a cumulative period of fifteen (15) years relevant work experience, three (3) of which should have been in the grade of Assistant Director, Human Resource Management Officer or in a comparable position.
- Education:
- Bachelor’s degree in Human Resource Management or equivalent qualification from a recognised Institution; OR
- Bachelor’s degree in any of the following disciplines: Economics, Sociology, Business Administration, Public Administration, Commerce Plus a Post Graduate Diploma in Human Resource Management/Development or equivalent qualification from a recognised Institution.
- Master’s degree in any of the following disciplines: Human Resource Management or equivalent qualification from a recognised Institution.
- Been registered by the Institute of Human Resource Management (IHRM).
- Completed a Leadership course lasting not less than four (4) weeks from a recognised Institution.
- Possession of a valid practicing licence.
- Proficiency in computer applications.
- Demonstrated merit, integrity, and proven administrative capability with extensive knowledge and experience in Human Resource Management.
In addition to the above indicated requirements, applicants will be required to meet the requirements of Chapter Six (6) of the Constitution of Kenya on Leadership and Integrity.
The following clearances will be required from successful candidates upon offer of job and not at the application stage:
- Certificate of Good Conduct
- Clearance from the Ethics and Anti – Corruption Commission
- Certificate of Compliance from the Higher Education Loans Board (HELB)
- Kenya Revenue Authority (KRA) Tax Compliance Clearance
- Certificate of Clearance from the Credit Reference Bureau (CRB).
