The Kenyatta University Teaching, Referral & Research Hospital (KUTRRH) is seeking a Deputy Director, Human Resource Management and Development. KUTRRH is a leading National Referral Hospital with a 650-bed capacity, equipped with state-of-the-art medical amenities, specializing in Oncology, Trauma & Orthopedics, Renal, among other services. The hospital is located along Northern Bypass Rd. near Kahawa West, Nairobi.
Job Purpose
The primary purpose of this role is to provide professional and strategic leadership to the Human Resource Management and Development (HRM&D) function. This involves ensuring the formulation, implementation, and compliance of Human Resource policies, procedures, regulations, and best practices necessary to attract and retain a high-performing, engaged, and motivated workforce.
Duties and Responsibilities
Reporting to the Director, Human Resource & Administration, the Deputy Director will be responsible for the following:
- Coordinating the formulation and review of Human Resource Management and Development policies, procedures, and regulations.
- Interpreting and advising on the application of Human Resource Instruments, Labour Laws, public service policies, guidelines, regulations, and all statutory requirements related to human resource management and development.
- Directing the Hospital's workforce planning, organizational design, and job evaluation exercises.
- Overseeing the implementation of recruitment, selection, on-boarding, and staff placement programs.
- Spearheading the development and implementation of comprehensive staff training, development, and capacity building strategies.
- Managing the Hospital's Performance Management System, including its implementation, monitoring, and evaluation.
- Coordinating the development, review, and implementation of staff career progression guidelines and succession planning frameworks.
- Administering employee compensation, benefits, payroll, and staff welfare schemes.
- Promoting and maintaining cordial employee and industrial relations, including managing and advising on collective bargaining processes.
- Handling and resolving disciplinary cases, grievances, and conflicts in line with established policies and procedures.
- Directing the implementation and maintenance of the Human Resource Information Management System.
- Advising management on change management initiatives and institutional culture development.
- Ensuring timely preparation and submission of all statutory and internal Human Resource reports.
- Guiding the formulation of the departmental budget and monitoring its execution.
- Mentoring and supervising staff within the Human Resource Management and Development Department.
- Promoting National Values and Principles of Governance as outlined in Article 10 and 232 of the Constitution of Kenya.
- Any other duty as may be assigned.
Key Qualifications and Experience Requirements
Education and Certification:
- A Bachelors degree in Human Resource Management or an equivalent qualification from a recognized Institution. OR A Bachelors degree in Economics, Sociology, Business Administration, Public Administration, Commerce, plus a Post Graduate Diploma in Human Resource Management/Development or an equivalent qualification from a recognized Institution.
- A Masters degree in Human Resource Management or an equivalent qualification from a recognized Institution.
- Must be a Certified Human Resource Professional (CHRP-K).
- Must be registered by the Institute of Human Resource Management (IHRM) as a Full Member.
- Possession of a valid HR practicing license from the Institute of Human Resource Management (IHRM).
- Completion of a Leadership Course lasting not less than four (4) weeks from a recognized Institution.
Experience and Compliance:
- At least fifteen (15) years of relevant work experience, three (3) of which must have been in a management position.
- Proficiency in computer applications.
- Compliance with Chapter Six of the Constitution of Kenya.
