County Chief Officer

The role of the County Chief Officer (CCO), advertised under Vacancy Ref No. ICPSB/CCO/1/2025, is primarily executive and administrative. The CCO serves as the Accounting and Authorized Officer in the respective County Department and reports directly to the relevant County Executive Committee Member.

Terms of Service

The County Chief Officer will serve on a contract basis, as determined by the appointing authority. Compensation, including gross monthly salary and benefits, shall be determined by the Salaries and Remuneration Commission (SRC).

Duties and Responsibilities

The County Chief Officer is responsible for:

1. General administration and coordination of the respective County Department.
2. Development and implementation of County Strategic Plans, Sector Development Plans, policies, and regulations.
3. Formulation and implementation of effective programmes to achieve sector goals.
4. Promotion of national values and principles of good governance as outlined in Articles 10 and 232 of the Constitution of Kenya.
5. Overseeing the implementation and monitoring of performance management systems.
6. Ensuring efficient and effective utilization of financial, human, and other resources in the department and submitting regular reports.

Requirements for Appointment

To be considered for this pivotal role, candidates must meet the following criteria:

• Citizenship: Be a Kenyan citizen.
• Education: Hold a Bachelor’s Degree from a university recognized in Kenya. A Master’s Degree from a recognized university in Kenya will be considered an added advantage.
• Experience: Have vast knowledge, experience, and a distinguished career spanning not less than seven (7) years, three (3) of which must be at a managerial level.
• Professional Standing: Where applicable, possess valid registration with a relevant professional body.
• Legal Compliance: Meet the requirements of Chapter Six of the Constitution of Kenya (on leadership and integrity).
• Skills & Attributes: Possess excellent communication, organizational, and interpersonal skills. Must demonstrate a thorough understanding of county development objectives.
