Job Description
Role Overview
The County Government of Kericho is seeking to recruit qualified and highly motivated individuals to fill five (5) positions of County Chief Officer. As the administrative head of a county department, the Chief Officer will be responsible for the efficient management of human, financial, and physical resources, policy formulation, and the implementation of development plans aligned with devolution and County goals.
Key Duties and Responsibilities
Administration & management: Oversee the organization, direction, control, and coordination of departmental functions within the County.
Policy Formulation: Initiate the development of appropriate departmental policies, legal, and institutional frameworks to implement the department's mandate.
Service Delivery: Ensure effective operationalization and decentralization of service delivery across all devolved units (Sub-Counties and Wards).
Human Resource Management: Manage public service matters, human resources, and other administrative issues within the department.
Budgeting & Compliance: Lead the preparation of departmental plans and budgets, ensuring strict compliance with all public finance management, budgetary, and procurement regulations.
Communication: Ensure timely, efficient communication and seamless coordination of departmental affairs.
Legal Alignment: Interpret and apply National and County laws, regulations, and related statutes in line with County objectives.
Additional Tasks: Perform any other duties as may be assigned from time to time.
Requirements for Appointment
Be a Kenyan citizen.
Be a holder of a Bachelor’s Degree from an institution recognized in Kenya.
A Master's degree from an institution recognized in Kenya will be an added advantage.
Membership in a relevant professional body is highly desirable and is an added advantage.
Have at least ten (10) years of relevant professional experience, five (5) of which must be at a senior leadership or management level in the public service or private sector.
Possession of a management course certificate from a recognized institution in Kenya is an added advantage.
Demonstrate a high degree of professional and technical competence, work ethic, and results-oriented performance.
Satisfy the requirement of Chapter Six of the Constitution of Kenya (Integrity and Leadership).
Demonstrate a thorough understanding of devolution, County Development objectives, and Kenya Vision 2030.
Be a strategic leader with strong execution capabilities.
Excellent communication, organizational, and interpersonal skills.
Ability to work effectively under pressure and meet tight timelines.
