Certification and Capacity Building Officer I

The role of the Certification and Capacity Building Officer I at the Warehouse Receipt System Council (WRSC) involves executing the Council's mandate regarding public awareness, stakeholder capacity development, and certification validity within the Warehouse Receipt System (WRS).

The Warehouse Receipt System Council (WRSC) is a State Corporation in the Ministry of Agriculture, Livestock, Fisheries and cooperatives established by the Warehouse Receipt System Act No. 8 0f 2019. The WRS is a process where owners of commodities (Farmers or Aggregators) deposit their commodities in a certified warehouse and are issued receipts.

Key Duties and Responsibilities (Overview of Functions)

The Officer will be responsible for the following core functions:

• Carrying out sensitization of the public on the operations, roles, responsibilities, accessibility, and benefits of WRS.
• Undertaking capacity building of relevant stakeholders in relation to the agricultural commodities.
• Carrying out relevant training programs as scheduled.
• Communicating training programs to the relevant stakeholders.
• Preparing reports on training programs undertaken.
• Consolidating attendance records of participants.
• Checking the validity and authenticity of certificates issued under the Act.
• Preparing reports on the performance and operation of Collateral Managers.

Person Specifications and Qualifications

Candidates must meet the following mandatory requirements:

• Experience: Have served in the grade of Certification and Compliance Officer II for a minimum period of three (3) years.
• Education: Hold a Bachelor degree in any of the following disciplines: Education, Agriculture, Commerce, Operations Management, Business Administration, or equivalent qualifications.
• Skills: Be proficient in computer applications.
• Performance: Have shown merit and ability as reflected in work performance and results.
