This role serves as the Anti-Corruption and Peacebuilding Advisor (National Consultant) under the United Nations Office on Drugs and Crime (UNODC) project titled “Identifying and mitigating corruption risks to strengthen peacebuilding efforts in Africa.” UNODC is dedicated to making the world safer from organized crime, corruption, drugs, and terrorism, promoting justice, health, and security for all.
Project Context
The project supports corruption risk assessment processes in public institutions across Sierra Leone, Somalia, and South Sudan. The primary goal is to enhance the capacity of anti-corruption authorities in these countries to effectively prevent, identify, and respond to corruption risks. In line with this, UNODC has developed a Training-of-Trainers course on the corruption risk management framework and supports its implementation in pilot public sector institutions, ensuring that conflict and gender-sensitive approaches are adopted throughout the process.
Key Responsibilities and Duties
- Organize consultations with key Somali institutions, including the Ministry of Justice and Constitutional Affairs (MoJCA), the Independent Anti-Corruption Commission, the Office of the Auditor General, the Civil Service Commission, and the Somalia Disaster Management Agency, regarding the corruption risk management methodology (CRM).
- Secure buy-in from these institutions to implement the CRM methodology in at least one pilot public institution.
- Organize and co-facilitate corruption risk assessment and risk mitigation workshops in two designated pilot public institutions.
- Facilitate the endorsement of corruption risk mitigation plans, ensuring they integrate conflict and gender-sensitive considerations.
- Provide essential technical assistance for the immediate implementation of priority risk mitigation strategies.
- Ensure ongoing buy-in and sustained support for the CRM process among Somali stakeholders, which includes leveraging learning opportunities from South-South cooperation events.
Qualifications and Special Skills
Education:
- An advanced university degree (Master's or equivalent) in criminology, law, political sciences, sociology, or a related discipline is required.
- A first level university degree (Bachelor’s or equivalent) in similar fields, combined with two additional years of qualifying experience, may be accepted in lieu of the advanced university degree.
Experience:
- A minimum of 2 years of relevant work experience in the field of criminal justice, governance, and/or anti-corruption in Somalia is required.
- Previous work experience with the UN or other International Organizations is desirable.
- Experience in planning and producing interactive events for high level counterparts is desirable.
Skills:
- Excellent written, verbal, and interpersonal communication skills are required.
- Excellent command of written and spoken Somali is required.
